Anaheim council appoints 20-year resident to fill vacancy representing District 4

The Anaheim City Council filled out its ranks with the appointment Tuesday night of Norma Campos Kurtz.

Campos Kurtz will represent Anaheim’s District 4 until that seat appears on the ballot in November 2024. She is filling the vacancy left by Avelino Valencia’s election to the state Assembly.

The council had until Feb. 2 to appoint a replacement or the city’s charter would have triggered a special election.

Anaheim’s central-south District 4 includes the resort area and neighborhoods around it.

Campos Kurtz is not new to City Hall, she’s been serving on the city’s Anaheim Public Utilities Board since 2021 and previously was on the Housing and Community Development Commission for eight years.

She will have to step down from the utilities board.

She was also previously a district director for former Assemblymember Tom Daly, who chose not to run for re-election in November. Valencia, also a former director for Daly, won his 68th Assembly district.

Campos Kurtz has been the committee chair for Anaheim Beautiful’s annual holiday lights contest, which draws involvement from around the city.

The council had 13 applicants to choose from (one person withdrew prior to Tuesday’s meeting), narrowing it down to six finalists and then four who were nominated by councilmembers. Campos Kurtz got the majority vote.

She’s a 20-year Anaheim resident.
